Kèr Vupsèj̼ (/vup/ /sɛj̼/ [song] [basic]) is a subtropical Town located in the Bupudana Region of the Tetbur Commune.

The name Kèr Vupsèj̼ is derived from the Tauric language, as Kèr Vupsèj̼ was founded by Zrugru Owaines, who was culturaly Tauric.

Climate

Kèr Vupsèj̼ has a yearly average temperature of 30°C (86°F), with its average temperature during the summer being a blistering 34°C (93°F) and its average temperature during the winter being a warm 27°C (80°F). Kèr Vupsèj̼ receives an average of 183 cm/y (72 in/y) of precipitation, most of which comes in the form of rain during the fall. Kèr Vupsèj̼ covers an area of nearly 5 km2 (2 mi2), and an average elevation of 4452 m (14606 ft) above sea level.

Overview

Kèr Vupsèj̼ was founded durring the early 16th century in fall of the year 1535, by Zrugru Owaines. The establishment of Kèr Vupsèj̼ was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Kèr Vupsèj̼'s construction back out of the project. Zrugru Owaines pushed on reguardles, and Kèr Vupsèj̼ was finished, but starts off as a terible place to live.

Kèr Vupsèj̼ was built using the conventions of Tauric durring the early 16th century. Naturaly, all settlmentss have their own look to them, and Kèr Vupsèj̼ is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Kèr Vupsèj̼ is buildings folow an organic layout of crampt paverstone streets whihch gives the town a shape simmilar to a tree, if one views its streets from above. The town sits comfortably behind a palisade wall complete with a timber gatehouse and battlments. The timber-based walls have not been wellmaintained over the years, and while functional are in dire need of some loving care and perhapse light renovation.

Right off the bat Kèr Vupsèj̼ hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Somehow this town has come into quite a lot of wealth, and recently from the looks of things. The town is very clearly a joyfull place as well as wealthy. Music can be heard often, as well as laughter. The smell of food and drink permiates the air. You can’t help but smile.

Civic Infrastructure

Kèr Vupsèj̼ has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kèr Vupsèj̼. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kèr Vupsèj̼'s parks.

Kèr Vupsèj̼ has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Vupsèj̼.

Kèr Vupsèj̼ has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Kèr Vupsèj̼ has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Kèr Vupsèj̼ has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Kèr Vupsèj̼ has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Vupsèj̼'s public wards, blessings, and other arcane systems.

Kèr Vupsèj̼ possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Kèr Vupsèj̼'s grid is powered by an arcane means.

Kèr Vupsèj̼ has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kèr Vupsèj̼'s natural decorations nor waterways.

Kèr Vupsèj̼ has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Kèr Vupsèj̼ has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Kèr Vupsèj̼'s locals despise outsiders. For some “outsiders” may be natives of foreign lands, while others might have a grudge against anyone from outside the community. These locals have an active loathing, and the outsiders allowed to trade or interact with them do so at a heavy disadvantage.

Kèr Vupsèj̼'s mayor's house was built using a different architectural style from the rest of the town. The style used is characterized by their massive, monolithic and 'blocky' appearance with a rigid geometric style. It was best known for its rough, unfinished surfaces, unusual shapes, heavy-looking materials, straight lines, and small windows. Modular elements were often used to form masses representing specific functional zones, grouped into a unified whole.

In Kèr Vupsèj̼ rainbows form quite often above the Town.

The Blood Kaktos near Kèr Vupsèj̼ are known to be more aggressive than normal.

Kèr Vupsèj̼'s citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves consuming a local narcotic to channel Charm energies of tier 3 via singing.

Kèr Vupsèj̼'s roads were poorly made when first laid. Rather than repairing them correctly, a series of new roads was laid atop the old, leading to the streets of modern Kèr Vupsèj̼ suffering from potholes, cracking, and even sinkholes. The locals often repair the road by putting down wooden decking.

In time immemorial, reportedly some time during the early 2nd century was ravaged by a deadly sickness. was the epicenter of the disaster, but Kèr Vupsèj̼ suffered the most. Kèr Vupsèj̼ lost 248 people, 356 livestock, and 20 buildings in the disaster.. The disaster is spoken of in hushed whispers as the Wrath of Anguish.
